摘要：供给侧结构性改革是当前农业农村经济工作的重点任务。基于供给侧结构性改革的视角,结合对上海农地流转现状调研的思考,本文认为,农地流转政策的供给安排、农地流转数量和质量的结构调整、农地经营主体的结构调整和农地流转产权结构调整四个方面是农地流转市场供给侧结构调整和优化的主要内容,基于此,调整好政府和市场的关系就成为农地流转市场供给侧结构性改革的关键,只有抓住这个关键,才能实现农地流转市场有效供给的目标。
Structural reform of supply-side is the important directask of agricultural development. Based on the investigation of farmland transferring market in Shanghai, this paper analyzes four aspects ： the supply of farmland transferring policies, the structural adjustment of farmland-transfer ＂quality＂ ＆ ＂quantity＂, the structural adjustment of farmland operation bodies and the structural adjustment of farmland property, all of the above are considered as the primary contents to adjust and optimize the supply side of farmland transferring market. And then, the paper points out that the key point for structural reform of farmland-transferring market is to deal with properly the relationship between goverurnent and market. Only in this way can the goal of effective supply of farmland - transferring market be realized.
