摘要：居委会及其去行政化改革是近年来理论界与实务界的热点议题。居委会深陷被社会所建构的"自治属性"与其实际上"行政属性"张力的囹圄之中,整体上呈现"被困的居委会"。研究发现,居委会的去行政化改革与其行政性的不断强化与再生产存在高度相关,表现为"居委会去行政化之殇"的现实悖论。本文以对居委会行政化之迷的再认识为逻辑起点,以对居委会去行政化悖论的再评判,以及居委会行政化议题展演背后所呈现的国家与社会关系的再理解为核心线索,继而尝试在认知重建中实现居委会的服务性改革。
The Community Residents＇ Committee （CRC）and its debureaucratization reform is a hot topic in theory and practice in recent years. The CRC is in the tension of the prison between ＂Autonomous attribute＂ and its actual ＂bureaucratic attributes＂, in the end showed a phenomenon of ＂Besieged CRC＂. The study found that the reform of CRC and the strengthening and reproduction of its bureaucratization have a high degree of correlation, resulting the Paradox of Debureaucratization of Community Residents＇Committee（PDCRC）. The study take the re-understanding of the bureaucratization of CRC as a logical starting point, and re-evaluating PDCRC, as well as re-understanding the relationship between state and society which hidden behind the agenda of the CRC＇s bureaucratization, as the core clues, and then achieving the service reform of CRC in the cognitive reconstruction.
