摘要：中国地区间经济发展不平衡和追求GDP的冲动,使欠发达地区具有"污染避难所"的功能,近年来污染产业由东部向中部进而向西部转移日趋严重。文章利用30个省级面板数据,设计了地区正式的和非正式的环境规制衡量指标,对污染产业和排放的地理空间格局变化特征进行实证。根据实证结果提出政策建议:提高欠发达地区非正式环境规制水平,抑制污染产业转入;清洁化改造发达地区污染产业,从源头上控制向中西部地区的污染转移规模。
The imbalance of economic development and incentive to pursue GDP make less developed regions"shelters of pollution",andpollution industry is moving even faster from the eastern to the central and western areas of China in recent years.This article,through analyzingthe panel data of30provinces,designed measurements for regional formal and informal environmental regulation,and then conducted anempirical analysis on the characteristics of geographical change in pollution industry.Finally,based on the empirical results,policyrecommendations are proposed:on the one hand,we have to improve the standard of informal environmental regulation in less developed regions torestrict entrance of pollution industry.On the other hand,we need to make industry in developed regions cleaner,and control the scale ofpollution transfer to the central and western regions from the source.
