摘要：一切学术研究都始自问题,所有的理论创新皆源于发问本身。所谓问题就是预期与现实之间的反差引起的心理困惑。据此可将问题分为三类:理论与现实的差异、政策与实践之间的差异、在同类事物比较中的差异。由困惑上升到焦虑不安,这是研究的起点,也就是知困而学。研究的目的在于排除人们内心的困惑与焦虑,从而得到感悟,这就是佛家所言的"自利利他、自觉觉人"。要从问题出发来研究课题,进而设计调研框架,要把握"选点"与"进场"两个关键环节,唯此方能通过调研扩大常识,解决困惑。
