摘要：我国城管冲突频繁发生是长期以来城市发展赶超型战略思维因袭而产生的必然后果。在赶超型战略思维下,政府制定规划和确定城市发展定位及目标,并使之成为一种刚性的秩序。政府借用行政力量集中资源力求毕其功于一役,凡是与此发展定位及目标不相符合的要求和诉求都失去"正确性"而不应有立足之地,同时,行政层级的压力型体制对各级政府官员行为具有强有力的约束作用,使得追求刚性"秩序"因其政治上的"正确"而理所当然。在社会转型期城市化快速发展带来利益多元化和差异化的情况下,继续维持对城市"秩序"近乎苛刻的追求和管理要求,必然使政府管理陷于刚性秩序的"陷阱",城管执法与设摊者的冲突也将难以有效化解。
The surpassing strategy under the long-term administration results that the conflicts of city inspectors occur frequently. In the surpassing strategy, the government determines the planning and the development goals, which makes it a rigid order. The government uses administrative power to centralize the resources. If things are not conforming to their requirement, it is incorrect and has nowhere to exist. At the same time, the pressure type system has a strong constraint function for government officials at all levels which makes them to pursue political correctness. With the rapid transformation of city society, social benefit becomes more multivariate and different. Under such circumstance, if the government continues to pursue the rigid order in city development, the conflicts between the city inspectors and the roadside vendors will be difficult to resolve effectively.
