摘要：上海社工灾后重建服务团介入"5.12"汶川震灾的实践表明:农村灾难救援社会工作中存在非政府组织身份缺失、责信机制不健全以及主体间信任流失等跨部门合作困境,其根源在于实质性授权不足、主体间目标不一致、组织间沟通不畅等。因此可从构建以授权为核心的制度化参与机制、达成平等合作的共识以及建立多元化的合作模式三方面着手,实现农村灾难救援中跨部门的良性合作。
Based on the services of Shanghai Social Workers in ＂5.12＂ Earthquake, this paper tries to reach why and how the cross-organization cooperation happened in the rural post-disaster service. The result shows that the lack of the identity, the inadequate accountability mechanism and the loss of the trust are the dilemma of the cross-organization cooperation. Those dilemmas rooted in the insufficient authorization, the conflicting aims among organizations and un-fully communication. Therefore we need to establish and improve the cross-organization cooperation mechanisms from three aspects in rural post-disaster service： the institutionalized cooperation mechanisms, the equal cooperation and the diversified cooperation models.
