摘要：中韩两国自1992年正式建立外交关系以来,通过签署80多项双边条约,共同加入13项知识产权国际公约,促进了知识产权的双边保护。特别是在知识产权的协商战略、"一揽子"协商模式以及市场培育等双边合作方面所取得的成就,不仅对"一带一路"倡议的成功实施具有重要的借鉴意义,而且对中韩两国就携手开拓第三国市场中的知识产权领域合作具有重要启示。中韩两国应遵循"一带一路"倡议和"新北方政策""新南方政策"所具有的共性,为共同关心的技术研发、技术实施和技术转移方面提供合作平台,为促进区域知识产权合作制度树立国际合作典范,从而最终实现知识产权权利人利益的最大化。
Since the formal establishment of diplomatic ties in 1992,China and Republic of Korea have promoted the bilateral protection of intellectual property rights through the signing of 80 bilateral treaties,as well as their joint accession to 13 international conventions.The achievements of bilateral cooperation,especially in negotiation strategy,intellectual property package consultation mode,and market cultivating,not only for the successful implementation of"The Belt and Road"Initiative has important significance,but also for both China and Republic of Korea to expand cooperation in the field of intellectual property of a third country market has the important enlightenment.China and Republic of Korea should followthe common characteristics of the"The Belt and Road"Initiative,the"New North Policy"and the"New South Policy",provide a cooperation platform for the research and development,implementation and transfer of technologies of common interest,and set up a model of international cooperation for promoting the regional intellectual property cooperation system,so as to maximize the interests of intellectual property rights holders.
