摘要:伴随着区域经济一体化进程的不断加速,长三角地区各类跨界环境风险也进入高发阶段。跨界环境风险的突发性、高危性、人为制造性、不确定性及其易于引发风险冲突与社会放大效应的独特本质,加剧了区域环境与社会的双重脆弱性。实现跨界环境风险有效治理的关键对策选择,应以文化和制度创新为突破口,着力培育区域环境风险合作新文化,构建环境风险共担、环境利益共享的新型环境利益协调机制,建立和完善多主体、全过程、复合型环境风险治理的网络体系,并破解跨界环境风险合作共治在理念认知、利益结构和制度机制等方面挑战。
With the acceleration of regional economic integration process,various types of trans-boundary environmental risks in the Yangtze River Delta region have occurred frequently.These risks often show both the basic features such as abruptness,high-danger,man-made and uncertainty,and such unique features as risk conflicts and social amplification effect,which exacerbate the dual vulnerability of environment and society in the region.The key to effective trans-boundary environmental risks governance is to,with the cultural and institutional innovation as a breakthrough,foster the new culture of regional environmental risk cooperation,construct the new coordination mechanisms of environmental benefits based on risk-sharing and interests-sharing,establish and improve the multi-subject,whole-process network system of integrated environmental risk governance,and solve the difficulties and face the challenges on the aspects of cognitive concepts,benefits structure,institutional mechanism of risk cooperation.
