摘要：采用文献资料、综合分析等方法,针对上海市体育市场的特点、断点和盲点,按照“一张网、一套账、一盘棋”的设计理念,梳理了体育市场事中事后监管体系理论框架和内涵,讨论了构建全息型监管体系的逻辑关系、功能架构和实施路径。在此基础上提出:构建体育市场事中事后全息型监管体系的理论模型,包括编织三位一体的监管网络、使用信息共享的数据账本和建立协同共治的监管格局;力求在事前通过数据资源层识别风险,在事中通过平台服务层实时抓取市场主体经营数据,实现预判和应急处突,在事后通过引入第三方的评估和联合惩戒,提升监管效能。
This paper analysed the theoretical framework and the implication of operational and post-operational supervision system in sports market according to the characteristics,breakpoint and blind spot of Shanghai sports market with the design concept of"a net,a set of accounts,a chess"by using the methods of literature review and comprehensive analysis.It also discussed the logical relation,functional framework and implementation path of constructing holographic supervision system.In order to construct the theoretical model of holographic operational and post-operational supervision system of sports market,it has to weave a trinity supervision network,to use the data ledger of information sharing and to establish a collaborative supervision pattern.It must identify risks in advance through the data resource layer,and capture the operation data of market entities in real time through the platform service layer to realize the prediction and emergency response in the operational period.It also should enhance the effectiveness of supervision by introducing third party assessment and joint punishment in the post-operational period.
