摘要：技术与城市治理的融合离不开历史与现实的双重情境,技术的进步与影响体现在技术革命的历史情境之中,而新信息技术的萌发、成熟又与城市治理范式转向公共治理的现实情境相吻合。技术嵌入城市治理构筑了技术场景与城市治理场景,技术场景由技术的物理特征与潜在的对于城市治理的正负影响构成,城市治理场景则在技术的嵌入下衍生出制度—技术与权力—技术两个层级。因此,技术在城市治理中的过程嵌入是一个多层叠加的复合场景,场景的复合加速了城市治理的网络化、精细化,而驱动场景不断复合运动的则是以人为核心的行动者以及行动体系。革新优化技术嵌入城市治理的过程,要从多维度协同共进:审视技术特征,调适科学思维;化约技术权力的结构失衡,警惕新兴形式主义;以行动者为中心,沟通技术—治理领域知识;维护场景的秩序价值,完善顶层设计,从而共创国家治理体系和治理能力现代化的新时代。
The integration of technology and urban governance is inseparable from the dual situation of history and reality. The progress and influence of technology are reflected in the historical context of technological revolution,while the germination and maturity of new information technology coincide with the reality of urban governance paradigm turning to public governance. Technology embedded in urban governance constructs the scenario of technology and urban governance. Technology scenario is composed of physical characteristics of technology and potential positive and negative impacts on urban governance,while urban governance scenario derives two levels of institution-technology and power-technology with the embeddedness of technology. Therefore,the process embeddedness of technology in urban governance is a multilayered composite scenario,which accelerates the networking and delicacy of urban governance,while the actors and action system with human as the core drive the continuous compound movement of the scenario. To innovate and optimize technology embedded in urban governance,we should make efforts from multiple dimensions: examining the technical characteristics and adjusting scientific thinking;reducing the structural imbalance of technological power and keeping vigilance against the practice of formalities for formalities’ sake;taking actors as the center and communicating technology-governance knowledge;maintaining the order value of the scenario and improving the top-level design,so as to jointly create a new era of China’s system and governance capacity modernization.
