摘要：城乡统筹背景下的城乡均衡发展绕不开农地增值收益的公平分配问题。现阶段我国农地增值收益分配的众多实践形态,既表现出趋同性又呈现出差异性特征。这些实践方式在探索过程中受制于各种条件,需要在制度构建、策略整合等方面进行优化、创新,促进城乡要素平等交换和公共资源均衡配置,形成以工促农、以城带乡、工农互惠、城乡一体的新型工农、城乡关系提供可持续发展的基础。
The balance of urban and rural development in the context of the integration of urban and rural areas is around the agricultural land value-added. There are many agricultural land value-added practice modes in China today, which show the convergence and difference. Subject to various conditions in the process of exploration, these modes need to optimize in system building, integrate the strategy, provide basis for sustainable development to achieve balanced development in urban and rural areas to build a harmonious society.
