摘要：It is essential to establish a responsible, service government in modern social and economic development. In this paper, firstly, we researched a service system of a government organization, including the sector structures, resource elements, internal service activities, service quality and public service affairs. Then unit management, module management and element management of government organization services are presented based on the elementary characteristics of a government organization and its service activities. ? 2006 IEEE.
