摘要：能源立法需要加强科学的价值理念来指导。能源立法需要以科学的能源法价值理念为指导。能源法的价值有能源秩序、能源安全、能源效率、能源正义、能源自由、能源利益等。在能源立法中要贯彻科学的能源法价值理念即保障能源安全、维护能源秩序、确保能源自由、张扬能源正义、提高能源效率、确保能源利益等。科学的能源立法为深化能源改革、助力能源革命向纵深推进和能源治理现代化提供强有力的法治保障。要通过能源立法,致力于构建清洁低碳安全高效的能源体系,完善能源治理体系,健全能源体系,确保能源供给,确保能源安全,维护能源秩序,促进能源合理与科学利用,保障国家的能源安全,推动能源治理体系的完善,推进能源治理能力现代化,推动“能源强国”建设,保障国家的安全、促进经济持续健康高质量发展。
Energy legislation needs to be guided by strengthening scientific values.Energy legislation needs to be guided by the scientific value concept of energy law.The value of energy law includes energy order,energy security,energy efficiency,energy justice,energy freedom,energy interests,etc.In energy legislation,we should implement the scientific value concept of energy law,that is,to ensure energy security,maintain energy order,ensure energy freedom,promote energy justice,improve energy efficiency,and ensure energy interests.Scientific energy legislation provides a strong legal guarantee for deepening energy reform,promoting the energy revolution in depth and modernizing energy governance.Through energy legislation,we should strive to build a clean,low-carbon,safe and efficient energy system,improve the energy governance system,improve the energy system,ensure energy supply,ensure energy security,maintain energy order,promote rational and scientific use of energy,ensure national energy security,promote the improvement of the energy governance system,promote the modernization of energy governance capabilities,promote the construction of an"energy power",and ensure national security we will promote sustained,healthy and high-quality economic development.
