摘要：城市社区环境治理议题是创新城市环境治理和社会治理双重实践中一个重要社会问题。共治作为实现社区环境善治的一种重要理念,在实践中面临着诸多困境。基于对上海M社区环境治理实践的梳理分析,探讨了M社区从自治走向共治的实践逻辑,其主要体现在社区认同、柔性动员、组织赋权及主体互嵌四个方面。该实践逻辑是多重主体往复互动、不断互构的过程,有助于摆脱社区环境治理的"共同体困境",为当前城市社区环境治理实践提供了一定的借鉴。
The issue of environmental governance in urban community is an important social topic in the dual practice of innovatiing urban environmental governance and social governance.As an important idea to realize good governance in community environment,co-governance faces many difficulties in practice.On the basis of the review and analysis of the practice of environmental governance in Community M in Shanghai environmental,the paper discusses the practical logic of Community M from self-governance to co-governance,which mainly manifests in four aspects:community identity,flexible mobilization,organizational empowerment and the inter-embedding of subjects.Residents’community identity reflects their willingness to participate,which is the basis of self-governance;flexible mobilization is to stimulate residents’subjectivity through the backbones of the community;organizational empowerment is a selective delegation to society by government,which achieves the activation of community resources;while the inter-embedding of subjects is that in order to realize common interests,different subjects interconnect,interact,and reciprocate mutually in the governance practice.Such a practical logic is a process of repeated interaction and continuously mutual construction of multiple subjects,which is helpful to get rid of the“community dilemma”of environmental governance in the community and provides a certain reference for the environmental governance practice in urban community.
