摘要：如果以村干部的职务报酬水平作为衡量是否实现了职业化的关键指标,那么,全国大部分的村干部都只能说是处于半职业化的状态中,且难以进一步实现完全的职业化。对于这种普遍且稳定的半职业化现象,并不能将其简单地视为朝向完全职业化的过渡状态,本文尝试在乡村治理体系演变的大趋势中理解这一现象。在民主集中制的框架中,当前的乡村治理体系及其运行模式在突破“双轨政治”之后已经走向了“并轨政治”。这种新的结构对国家政权建设以及乡村治理而言具有重要意义,而半职业化则是保证这一新结构有效稳定运作的重要机制。面对呼声越来越高的村干部职业化,各地政府还需谨慎待之。
If the degree of remuneration package is taken as the key indicator to measure whether village cadres are already professionalized, we can infer that village cadres are in a semi-professional stage in most parts of the country. And it is difficult for village cadres to become fully professionalized. In consideration of its stability and universality, regarding semi-professionalization as a transitional stage to be fully professionalized is inappropriate. This paper attempts to understand this phenomenon in the general trend of the evolution of rural governance systems. In the framework of democratic centralism, modern rural governance system and its operating mode have changed from “dual-track politics” to “integration politics”. As a new structure, “integration politics” is significant for the construction of state power and rural governance. There is a strong connection between “integration politics” and semi-professionalization. To be specific, semi-professionalization is an important institution to ensure the function of “integration politics”. Nowadays, although more and more people are advocating the professionalization of village cadres, local governments still need to be cautious.
