摘要：社区善治是社会善治的重要基础。当前,国家全力推进“共建共治共享”社会治理格局与“社会治理共同体”建设。然而,以“消蚀的社区”、“冷漠的个体”及“公共性迷思”为表征的共同体困境,成为我国社区治理范式中的现实瓶颈。因而建立超越“集体理性”与“个体理性”二元对立、兼顾“公共性”与“主体性”的社会理性,是破解当前社区治理共同体困境的关键密码。在社会理性视角下构建“人人有责、人人尽责、人人享有”的社区治理共同体,是共.建共治共享社会治理格局的社区实现路径。
Effective community governance is the important basis for effective social governance. At present, China is making thorough effort to promote the building of a social governance pattern featuring "co-construction, co-governance and sharing" and the building of a "social governance community". However, the community dilemma characterized by "eroded communities", "indifferent individuals" and "public confusion" has become a realistic bottleneck in the paradigm of community governance in China. Establishing a social rationality that transcends the binary opposition between "collective rationality" and "individual rationality" and takes into account both "publicity" and "subjectivity" is the key to cracking the dilemma of the current community governance situation. From the perspective of social rationality, the building of a community of local governance, in which "everyone is responsible, everyone is accountable, and everyone is entitled", is the community realization mechanism for social governance featuring co-construction, co-governance and sharing.
