摘要：本文研究发现双创示范基地建设显著提升了城市创新创业水平。加强重点领域的知识产权制度供给和强化政府在科技创新中的战略引领是示范基地发挥创新创业政策效果的重要途径。空间杜宾效应检验显示,双创示范基地建设具有空间溢出效应,不仅促进了本地城市创新创业水平提升,而且对相邻城市也会产生积极影响。外商直接投资、金融发展都可以有效促进本地城市创新创业,对邻近地区也具有溢出效应,而人力资本则对邻近城市的创新创业产生了挤出效应。
The research in this paper finds that the construction of demonstration bases for innovation and entrepreneurship has significantly improved the level of innovation and entrepreneurship in cities. Enhancing the supply of the intellectual property system in key areas and strengthening the government’s strategic guidance in technological innovation are important ways for the demonstration base to exert the effects of innovation and entrepreneurship policies. The spatial Dubin effect test shows that the construction of demonstration bases for entrepreneurship and innovation has a spatial spillover effect, which not only promotes the improvement of local cities’ innovation and entrepreneurship level, but also has a positive impact on neighboring cities. Foreign direct investment and financial development can effectively promote innovation and entrepreneurship in local cities, and have spillover effects on neighboring regions, while human capital has a crowding out effect on innovation and entrepreneurship in neighboring cities.
