摘要：国外一般将出狱人作为特殊的弱势群体给予保护。出于出狱人保护实践层面的需要,国外学界对出狱人社会适应的内涵、过程、影响因素以及社会适应项目等方面进行了跨学科、多层次、广角度的研究。系列研究成果为我国推进相关政策改革,提升出狱人的社会适应性提供了参考思路:加强对出狱人社会适应的理论研究;转变观念接纳出狱人,以再社会化为目标将出狱人的社会适应工作向释前延伸并多维拓展;创新特殊人群社会管理服务模式,政社分工合作,构建多元竞争、互补的出狱人帮扶公共产品提供体系。
The ex-convicts are generally protected as a special vulnerable group abroad, in order to protect the ex-convicts and help them smoothly adapt to society, foreign scholars have conducted multidisciplinary and multilevel research on social adaptation projects, the connotation, process and influence factors of the ex-convicts＇ social adaptation and some other aspects. A series of research achievements provide a reference for China＇s related policy reform and countermeasures of enhancing the ex-convicts＇ social adaptability. Firstly, we should strengthen theoretical studies on the ex-convicts＇ social adaptation. Secondly, we should change ideas to accept them and help them prepare for social adaptation before release in many aspects with resocialization as the goal. Thirdly, we should innovate the social management and service mode for special group so that the government and the organization of civil society can share out the work and help one another and then construct a multiple competition and complementary public service supply style for the ex-convicts.
