摘要：中共十七大以来,社会建设在中国日益受到重视。作为一个系统工程,社会建设可以概括为结构建设和功能调适的过程。基层建设是社会建设的题中之义,是结构建设的过程。但以往关于"基层"的理解存在结构性缺陷。本文提出对基层的认知应该从"单一实体论"转为"多元关系论",与之相应,实践中基层建设应涵括实体建设和关系重构两个方面。社会治理是治理"社会"的过程,重在治理政府的越位、社会组织的无位以及居委会的错位。通过对政府、社会组织以及居委会的重新定位与功能复位,阐释了社会建设的功能之维。
Since the 17 th Congress of the Chinese Communist Party,social construction has been attracted more and more attention to us. As a system engineering,social construction can be summarized as the process of structure construction and function adjustment. The grassroots construction is one characteristic of the social construction,which is the process of structure construction. But there was some 'structural flaws'in the understanding of 'grassroots'than before. The article which presents our understanding of the grassroots should be changed from the'single entity theory'to'multivariate relationship theory'. Accordingly,the practice of grassroots construction should consist of two aspects: the entity construction and relations reconstruction. The social governance is the process of governance ' society ',which focused on the governance of the government offside,the social organizations dislocation and the neighborhood committee malposition. The article illustrates the dimensions of social construction through the re-positioning and resetting of the government,the social organizations and the neighborhood committee.
