摘要：当前,我国正处于社会矛盾的凸显期。防范和化解社会矛盾,已成为维护社会稳定、和谐社会的首要任务。评判一个社会稳定与否,不是看有没有社会矛盾或利益冲突,而是看这个社会是否具备一个完善的社会机制将矛盾和冲突控制在"有序"范围内。妥善处理社会矛盾,要完善信访制度,健全党和政府主导的维护群众权益机制,统筹协调各方面利益关系,有效预防和化解各类社会矛盾。从改革和完善决策机制层面加强对社会矛盾化解机制的研究,健全社会矛盾化解的政府公共机制,创新社会利益的整合机制和利益诉求表达机制,完善政府对社会矛盾化解的调处机制与权益保障机制,推动和完善社会组织的发展,充分发挥社会力量参与调节作用,真正建立社会矛盾化解的多元新型机制。既是构建社会主义和谐社会需要解决的重大理论问题,也是从根本上预防与化解日益复杂的社会矛盾的重大实践。
At present, China is in a situation in which social conflicts appear protruding. Resolution to the social conflicts has become the chief task in the preservation of social stability and construction of a harmonious society. Whether a society is stable or not should be judged by whether it has enjoyed a well - established mechanism to put the conflicts under orderly control rather than by whether it has social conflicts or interests conflicts. Proper settlement of the conflicts requires the improvement of the system of correspondence and visitations from the masses, and requires the perfection of the Party and Government mechanisms to preserve the interests of the people and to coordinate effectively the relations of interests from different spheres. It is imperative to strengthen the studies on the resolution of social conflicts from the perspective of policy - making improvement, enhancing the public administrations in the settlement of social conflicts, innovating the mechanisms to integrate social interests and to claim interests, perfecting the government mechanism in conflicts settlement and in the preservation of interests and rights, promoting the development of social organizations, and encouraging the participation of the social forces in social conflicts settlement. The establishment of such a comprehensive system in the resolution of social conflicts is of theoretical significance in the construction of a harmonious socialist society and of great value in practice.
