摘要：基于青海省河南蒙古族自治县304份牧户调研数据,采用OLS回归和分位数回归探究草原生态补奖对牧户收入水平的影响,进一步运用有序Probit回归分析牧户草原生态补奖政策可信度的影响因素。结果表明:(1)草原生态补奖能够促进牧户收入水平的提高,对不同收入水平牧户的增收效果存在差异,具体而言,草原生态补奖对低收入和中等收入牧户影响显著,对高收入牧户影响不显著。(2)草原生态补奖政策实施和收入变化对政策可信度的提高发挥了重要作用,其中,在草原生态补奖政策实施情况中,补偿标准和草原保护功能对牧户政策可信度的提高发挥着关键作用,而政策监督实施情况和信息公开情况并未发挥显著作用。综合以上,在未来政策的实施过程中,应针对不同收入牧户分类制定政策内容,加强政策实施监管力度和信息公开力度,进一步保障草原生态补奖政策能够高效稳定地长期实施和深入推进。
Leveraging survey data from 304 herdsmen in Henan Mongolian Autonomous County,Qing?hai Province,we employed ordinary least squares(OLS)and quantile regressions to investigate the impact of the grassland ecological compensation policy on the herdsmen’s income.Additionally,an ordered Probit model was used to analyze the factors influencing herdsmen’s perception of the policy’s credibility.The results showed a positive association between the policy and herdsmen’s income level.Notably,the impact was significant for low-and middle-income groups,but not for high-income herdsmen.Furthermore,the compensation standard and perceived impact on grassland protection function emerged as crucial determinants of policy credibility,while supervision and information disclosure did not exhibit significant positive effects.Therefore,differentiated policy design tailored to income strata is recommended.Additionally,strengthening implementation supervision and enhancing information transparency are crucial for ensuring the policy’s long?term effectiveness and promoting widespread adoption.
