摘要：蒂特马斯是英国社会政策的开创者和福利国家理论的重要奠基人。以其鲜明而务实的价值取向和对社会公平的执着关注,蒂特马斯构建了其完整的国家福利思想。支撑蒂特马斯福利思想体系的,是其关于个人需要与社会需要、市场损害与社会成本、经济自由与社会政策三个方面关系的论述。以此三大命题为基轴,蒂特马斯建构了一个三维度的福利分析框架。
Titmuss was the father of Social Policy and the theory of Welfare State in England.Titmuss built the intact theory of Welfare State with his practical value orientation and the pursuit of social equity.The system of Titmuss＇s welfare theory consists of three parts,that is,the discussion about the need between individual and society,the relation between market need and social cost,the relation between economic freedom and social policy.Based on these three relationships,Titmuss constructed a three-dimensional analysis framework of welfare.
