摘要：从体制供给来看,我国目前实行的是以县乡投入为主的农村公共服务体制,县乡基层政府承担着农村基本公共服务支出的主要责任。文章试从体制内调控资源的空间能力、事权与财权配置状况、政府间转移支付的功效、基层政府内在的投资动力等角度对现行低重心农村公共服务投入体制均等化的功效进行评估,并试图寻找进一步改革的路径。
Judging from the mechanism of supply, county and township grass-roots governments bear the primary expenses of public services in rural. This paper assess the ability of current low center rural public services mechanism of supply to achieve the goal of equality from four dimensions, such as the government＇s ability to control resources, financial capacity, the performance of governmental transfer payment and the intrinsic motivation to invest public services. This paper also tries to find the path to realize the equality of public services in rural.
